Abstract

Introduction: The Rio 2016 Olympic Games left a significant set of sports facilities as a legacy, whose management became the responsibility of several public institutions. In the case of the Deodoro Sports Complex (DSC), the administration was largely taken over by the Brazilian Army (EB). The effectiveness of this management is a relevant theme in the face of the recurring challenges associated with the sustainability of Olympic legacies.

Objective: To analyze the management of the Olympic Legacy facilities under the responsibility of EB, focusing on the activities developed, maintenance costs, and structural issues.

Methods: A longitudinal study with  a quali-quanti approach, whose research methodology was composed of documentary analysis, bibliographic research and data collection in field research. The sample comprised five sports venues located in the Deodoro Olympic Zone. The data were cataloged in registration forms for analysis.

Results: The arenas still face pending issues related to restructuring and construction defects, estimated at R$ 38 million. Maintenance is mostly financed by Decentralized Execution Term (DET) and complemented by Terms of Use Authorization (TUA). More than 550 events have been recorded since 2016, with emphasis on the Military Sports Shooting Center (MSSC). The facilities also host the Forces in Sport Program (FSP), aimed at social inclusion.

Conclusion: Despite the structural and patrimonial limitations, the EB management demonstrates significant advances in the use and sustainability of the arenas, promoting high-performance sports, sports initiation and inclusion actions. The definitive consolidation of the legacy requires the resolution of legal and structural issues.
